I was wondering if someone could help me, Can i use stm32plus lib with Keil µVision??

The short answer is 'no' I'm afraid. Only the free 'GNU ARM Embedded Toolchain (https://launchpad.net/gcc-arm-embedded)' maintained by engineers from ARM is supported.
